Today, members of the National Association of Regulatory Utility Commissioners (NARUC)--meeting in Chicago--were scheduled to hear a report on the findings of a study to determine the social, economic and environmental costs of not developing oil and gas resources from federal moratoria areas.  NARUC Commissioner Emeritus Dave Harbour presented the findings with energy consultants representing SAIC and GTI to the NARUC Gas Committee chaired by S.C.
