1-19-12 New Tax Bill Introduced

Comment.  Yesterday SB 167 appeared as a new bill though it appears to be the same decoupling bill (SB305) that Senators Bert Stedman (L) & Joe Paskvan (NGP Photos) sent to the Governor in 2010, and was subsequently vetoed by the Governor.  It appears to do nothing to improve Alaska's investment climate by reducing oil taxes, reducing progressivity, or increasing credits (like HB110).  Some are predicting that it could morph into the Senate's own version of an oil tax bill this session (eventually).        -dh

Northern Gas Pipelines was born in 2001.  In 2003, our publisher joined the Regulatory Commission of Alaska for the five-year remaining term of a departing commissioner.  In 2008 he created this new webpage, linked to the archives of the old (Search both archives by entering search terms in the upper left column).  On October 3, 2011, he once again took leave from the gentle readership to fulfill a public sector assignment.  Readers will find regular entries of links below that maintain the chronology of the archives, but no new editorial [...]

ADN by Becky Bohrer.  Gov. Sean Parnell said Wednesday that he met for several hours with the chief executive of BP during the first leg of his European trip, touching on issues ranging from a natural gas pipeline to how Alaskans might benefit if oil taxes are cut.  Parnell said he told Bob Dudley he wants to get Alaska's gas to market as soon as possible. Last week Parnell told an oil and gas group that if the gas market has truly shifted from the Lower 48 to the Pacific [...]

ADN Editorial.  Gov. Sean Parnell (NGP Stock Photo) has for the last few years counseled patience on the gas line development headed by TransCanada. Apparently his patience is running out. The governor now says he'd like to see the major North Slope producers -- Exxon Mobil, BP Alaska and Conoco Phillips -- join in a project to pipe Alaska's gas to Valdez, where it would be liquefied and shipped in tankers to Asian customers. ADN by Becky Bohrer.  Gov. Sean Parnell is making his first state-sponsored trip overseas, meeting with [...]

Shell’s Permit to Environmental Appeals Board

ADN/AP by Dan Joling.  Earthjustice is asking the EPA Environmental Appeals Board to examine the air permit granted last month to one of Shell's two drill ships, Discoverer. It filed the appeal on behalf of 11 environmental or Alaska Native groups.  Earthjustice attorney Colin O'Brien said from Juneau that the Discoverer and a fleet of support vessels would emit tens of thousands of tons of carbon dioxide, more than 300 tons of nitrous oxide and tons of other pollutants. The drilling rig, he said, is not just a boat with [...]

Last night, the federal coordinator's office for an Alaska North Slope natural gas pipeline sponsored a  public forum in Anchorage (and streamed live on the web) to discuss the state's options for assisting in gas line development. The panelists reviewed potential fiscal options that could help in developing an out-of-state and an in-state line, and how the state could benefit from looking at the two projects as a package. 9-22-11 A Big Day For ANWR Debate

Virtually the entire economy of Alaska, as we know it, depends on 'throughput' of a strong, dependable stream of crude oil traversing Alaska via the Trans Alaska Pipeline System (TAPS).  As State government spending expands at unsustainable double digit rates, pipeline throughput declines at a 5-6% rate.  ANWR, adjacent to Prudhoe Bay, has the potential to increase and sustain pipeline throughput for many years to come.  A part of ANWR, the 1002 area, was designated by Congress for 'future' oil and gas development.  The Obama administration via the US Fish [...]
