Comment. The House voted to improve the investment climate through tax reform (HB 110), a bill the Governor had recommended, but the Senate refused. But some of us believe the Senate is acting foolishly, wanting to spend $2 billion this year on capital projects–as state revenues decline by 7% annually in the face of a double digit annual increase in state spending–when the oil industry’s declining investment supports over 85% of state spending and over a third of the entire state economy. The Governor and House appear today to be on the side of the angels as the Senate delays completion of a special session caused by its own intransigence and unwillingness to react decisively to the imminent economic dangers. -dh

The House Finance Committee will meet in Anchorage on Friday, April 29, to take invited Parnell Administration testimony from the Alaska Energy Authority on projects in Senate Bill 46 – the FY12 Capital Budget currently in the Senate Finance Committee. They will also hear from Attorney General John Burns and the Alaska Dept. of Law on the Senate’s strategy to bind the fate of $400 million in energy projects so that none can survive a line item veto – or budget reduction – of any of the energy projects.
Our friend, Paul Ziff’s (NGP Photo) company has announced the release of a report which assesses the overall U.S./Canada gas supply balance, providing an update of Ziff Energy’s 2008 report “Mexico Gas Outlook to 2016”. The purpose is, "… to better understand changes in flows to and from Mexico." http://www.ziffenergy.com/go/link.aspx?id=22. For more information or interviews on this subject, please contact:Bill Gwozd, P.Eng. – Vice President, Gas Services – Calgary Office: 403-234-4299 – bill.gwozd@ziffenergy.com — Gwozd further elaborates that: "The Mexico gas topic report assists us in better understanding whether Mexico will become a net importer of gas (via the USA) or a net exporter. This month’s topic report is the long term outlook for Western Canada. You may recall that Paul Ziff issued a white paper last summer where he outlined his thoughts on the challenges occurring in the Conventional gas sector. Our report this month continues to validate his thesis; that is, conventional gas is continuing with its decline."
