ADN Editorial.  (Governor Sean Paarnell’s) plan would dial back the progressive surcharge on oil taxes once company profits top $30 a barrel. State analysts say this would cost the state about $5.2 billion in revenue from 2013 to 2017.  The governor makes no bones about his priorities: Encourage private sector investment over swelling the state’s reserves, which now stand in the neighborhood of $10 billion.
